Karla.
SPOILERS
You can get Karla in Hector mode only. 31x (supplies chapter) Have Bartre to be a lvl 5 warrior, and go in the arena. Make Bartre AND Karla survive 1 turn and Karla will join you.

The most useful characters in my eyes *coughalthoughIwearglassescough* are probably Rath (I love nomads. useful buggers they are) and any of these three; Nils (two turns a pop? What could be better!?), Matthew (Mwahaha, so fast), and Erk (what can I say, I <3 mages). Basically anything FAST or LONG-RANGED. Mwahaha. and as for pairings.... *coughyaoicough* Hehehe.
