This rule went into full effect yesterday; I would also like to add that there is a grandfather clause for artwork/photos posted before Oct 2, 2006. Images posted before that day can exceed that limit, however, the person who posted those images may edit their posts to include lnks if they wish.
If you see a member who has an oversize avatar or sig, PM an admin or global mod (that would be me, Sugar, Venus or N2G) For oversized drawings/photos, PM an admin, g-mod or the person who mods that board that the image is posted in.
Oh, I forgot to mention that we are not ogres. Avatars, sigs, artwork, photos etc. can exceed the limits by a small amount. However, if we see people abusing this privalege (for example, someone's avatar is always a tiny bit larger than 60KB, we may remove the image anyhow)

If you have it stored on your PC, and hold your mouse over it, it should say something like "Measurements: 100x100" or similar. The first number is for width, and the second for height (in pixels).
I believe avatars can not go over 100x100 px in size on ProBoards. Hope that helped ya. =D
