Money is a little tight and I haven't yet beaten Spirit Tracks, but I'd like some suggestions for a game to buy. It can be for the DS, Wii, GCN, Virtual Console or WiiWare.

Phantasy Star 0 is really good. The story is...well, it lets you skip it, but it does add a bit more replay value since the story varies depending on race. It is pretty fun, especially if you play online and enjoy collecting rare items, and can last for a long time.
I'm not sure what games you already have, but some other suggestions off the top of my head:
DS: The World Ends With You, any of the Ace Attorney games (though they may be kind of short), Shin Megami Tensei: Devil Survivor, Hotel Dusk (it's on the short side and is mostly reading, but it should be around fifteen or twenty dollars now), Scribblenauts
GCN: Sonic Adventure, Sonic Adventure 2: Battle, Fire Emblem: Path of Radiance, Tales of Symphonia, Phantasy Star Online Episode I & II Plus

Try downloading the demo for Pokemon Rumble on Wiiware.
Seriously, it's fun, free, and they included WAY too much to even really call it a demo.

Pokemon Rumble huh? What's it about? Besides Pokemon. I've been meaning to play the Ace Attorney games, but I've had trouble finding them. What is The World Ends With You about? I've heard it was good.

Actually. I recommend you get an R4 or ACEKARD2 (these are for the DS and DS LITE). They are emulator cards that can hold a micro SD memory card. If you have a macro SD card, you can put the memory card into your laptop (or other means, via digital camera that takes memory cards), upload it to your computer, and then just download the ROMS for all the games you want to play. It's a lot easier than hunting down the games via Amazon/Ebay/Gamestop and such.

I've heard it was good. The AA games are starting to come out on WiiWare. I think the price is reasonable, too. And The World Ends With You is kind of hard to explain. There's a comic that was used to promote the game here. The battle system is really good and requires use of the stylus and the d-pad (which sounds kinda confusing, but isn't that bad once you get used to it).

Well, I recommend BUYING the Fire Emblem Cartridge(it's a GBA, the only Fire Emblem GBA translated to English, so don't worry about trying to figure out which one it is...)but PLAY it on an emulator that allows save states. Otherwise you'll hate the game within a few days.
IF you're into strategy, the storyline ALONE makes it a great game though, seriously!

There was a second FE game translated into English, too, but I didn't like it as much as FE7.
But yes. Fire Emblem is an excellent game and the characters are great.

Which other one, I know "Fire Emblem" was the first GBA game, it's also known as Blazing Sword(I think), what was the other one? I know the sequel, Sword of Seals or whatever was not, or so I heard...

The other one is Sacred Stones (FE8).
I think I was mostly disappointed in the thieves/rogues and the monks. It's hard to live up to the awesome that is Matthew, Legault, and Lucius in FE7.
Oh, and Serra. Best character ever.

Fire Emblem 7 was a good GBA game.
Never went anywhere without Sain, Karel, Guy or Legault, or Jaffar.
Sacred Stones was very disappointing, especially with that new journeymen class they put in that had to through 40 levels just to reach the final teir of what they chose to be with their highest stats.
