Okay, so we all agree to when you have a shared bowl of dip, you do not bite your chip (or veggie or whatever) and then put it back in the bowl. If you put some dip in your own little bowl or plate, you can double-dip all you want, but when the dip is being shared, it's just nasty.
But I've seen some people do this instead: they dip the chip, bite it, turn it around and dip the un-eaten end in the dip. I think it counts as double-dipping. What about you?

I don't know. I never found anything wrong with double dipping, especially since most people do it. Like in a party, when there's a huge bowl of dip, and people double (and even triple) dip. If you are sharing the dip in the first place, you should be comfortable enough that the person is not diseased or anything bad to worry about it.

I have to say no, since it is not the same side of the chip that is getting dipped for the second time.

It depends. If it's a piece of celery or something I wouldn't care, but a chip is cutting it close.

But if it's a big group, I'd have to back off. Yeah, but you still touched it, right? You wouldn't stick your finger in the dip, so why would you re-dip a chip.

I think it depends on the size of the item in question. If it's a good sized chip or veggie, then no. If it's something tiny like a baby carrot or a Frito, then yes.
And if the person has a cold or not. If the person has a cold, they probably shouldn't be sharing a dip bowl in the first place, but if they must, then they shouldn't double dip at all.
