Looks like it. I don't know if it is due to the neighbor's cat, filing a complaint. But if a cat's name is World War 2, it most likely is a mean cat that hates dogs.

Well most dogs like getting dirty. But still I think that the Cheetos that are under there are very well past the experation date.
