The Masquerade Ball will be held on Feb 27 & 28. This Festival is a masquerade party, so in order to get a prize, you must come in "costume".
Wearing a costume means, at the very least, changing your display-name and avatar. For example, changing your display-name to Popuri and putting up a Popuri avatar would count as coming in costume. You could take it a step further, by having a Popuri signature, changing your location to Flowerbud Village etc. but these extra touches are optional.
