Well, I want to play this game via ROM (HM: SNES, if it matters), but I've never done it before, so I don't know how it works. My questions are how do they work, and do I have to pay anything. Also, will it in any way, shape, or form put my computer/accounts in danger?

Do know where I could safely and for free download one? I could scroll through Google, but if you know a site, it'd be much easier.

I have a ROM of the original SNES game. Give me your email address, and I can send it to you as an attachment. Do you have an SNES emulator yet? I recommend ZSNES, it's what I use. You can play games full screen without sacrificing the original aspect (it doesn't "stretch" the game screen out like some emulators do), and I've yet to come across an SNES ROM that it won't play. Also, if you have a friend with ZSNES (it has to be the same version, though, the same update), you can play games against each other online or through a network. You also both need the same version of the ROM you want to play (basically, you both have to download the game through the same link on the same site), but once you get that cleared, it works great, and even supports voice chat. It works best with multiplayer games (or single player games like Super Mario World, which work on a "turn" basis), but you can also play single player games, by taking turns, and when it's the other guy's turn, you can watch him and voice chat. The guys at mestephen use it all the time, and it works flawlessly, even though most of the members are scattered throughout the country, separated by hundreds or even thousands of miles. I can't wait until I move out and get DSL, so that I can join them for a few rounds of Super Punch-Out!, or a tag-team playthrough of Earthbound. You should also maybe think about getting a USB controller, or a converter of some kind. There's tons of companies that sell controllers designed for computers, but there's also a few guys selling through the internet that make controllers specifically for emulators. Some of them simply convert NES, SNES, Genesis, Atari 2600, and a few other old system's controllers to USB, and kits so that you can do it yourself, but a site called RetroUSB sells those, as well as converters, which they call Retroports. They're designed so that you can link your existing controllers to your computer without risk ruining them in the conversion process, or sacrificing a vintage controller, so that you can continue to use it with the platform it was designed for. ANYWAYS, Yuna, the best SNES emulator is ZSNES though it IS little. But it's easy to handle.
