Whenever I start my games now there is no library. And I think there is supposed to be one because the mayor deffinatly talks like there is one built and in working order.... but it is just not there. No matter how manytimes I make a new game. Is it built later?

It gets built later; I'm not quite sure of the conditions for it to open though

Just checked the stratagy guide, the library opens in the middle of spring of your first year.
