It's a bit of a long shot, but I'm thinking of a book that I read when I was a little girl. Actually, I'm fairly sure the book I'm thinking of was a sequel to another book. I don't remember the first book well, but I liked the second book enough to read it more than once.
So, the first book was about a girl who was ...I don't know 10-13? She lived in a town that was protected by a dam, and the dam was breaking and she warned everyone just in time.
In the second book the girl and her family have moved to a new house. I think it was implied, if not out-right stated, that the new neighborhood was more up-scale than the old one. Anyway the girl makes friends with another girl in the neighborhood, and the new friend has a friend who was jealous or something. I remember something about a friendship bracelet?
Anyway, the main character's house was supposedly haunted. The entrance to the attic was in the MC's bedroom. One time the MC and her new friend were walking to the house and they looked up at the attic window and saw something white passing in front of the window. It ended up being a kitten, which the MC's older brother named Spooky or Ghostie or something.
There was also a scene where they had a costume party and some of the guests (and maybe the MC too...?) dressed as characters from Alice in Wonderland. One of them was the Mockturtle.
I read the book in the late 80's but I think it was much older. It might have belonged to my mom or my aunt, so the book might've been from the 60's or 70's, maybe a bit older, but not much.
edit: actually, it might be the Judy Bolton series, which is much older than I thought!
edit two: Yeah, this is it. All the details fit, though the MC is older than I remembered
